2004/01 Industrial Development Bureau Started M-Taiwan Program |

Taiwan's Industrial Development Bureau (MOEA) has allocated 37 million NT dollars over the next
five years to promote the M-Taiwan Program (Mobile Taiwan Applications Program) to increase the
industry production value. It aims to create two "trillion-dollar" telecommunications industries with
the value of manufacturing and services both reaching over one trillion Taiwan dollars by 2008. |

2004/02 Image and Ringtones Market to Reach over One Billion Taiwan Dollars |

According to mobile value-added services providers, the mobile image and ringtones market was
more than 500 million NT dollars in 2003 and its value is expected to double in 2004. The
phone-waiting ringtone service should continue to be the most popular value-added service in 2004. |

2004/02 Taiwan's e-Learning Ranks Third in Asia |

A joint survey by EIU (Economist Intelligence Unit) and IBM on global e-readiness shows that
Taiwan ranks third in Asia's readiness for e-learning, next to South Korea and Singapore and well
before Hong Kong, Japan and China. In the global scale, Taiwan ranks 16th. |

2004/02 Taiwan Government Plans Hi-tech Services Industry |

The Cabinet has planned two projects for the Hi-tech Merchandise Flow Services Industry. Project S,
modelled on Singapore, aims to form a supply-chain alliance among businesses and provide them
with incentives as well as port infrastructure. Under this project, mergers and alliances will be
encouraged and the government will amend regulations on merchandise flows to meet industry
needs. For Project R, the government will promote research and development on RFID (Radio
Frequency Identification) services. This project will regulate and monitor cargo transportation and
related businesses through RFID technology. |

2004/03 Telecommunications Operators Completed MMS Internetwork |

Cross-net services among Taiwan's major telecommunications operators including Chunghua
Telecom Co, Taiwan Cellular Corp, Fareastone and KG Telecom have started on March 1 this year. In
terms of overseas connections, Chunghua Telecom and Fareastone have established MMS
connections with 10 networks in five countries and four networks in three countries respectively. |

2004/03 Movie on Demand Started in Taiwan |

On the first day Chunghua Telecom started its Movie on Demand (MOD) services in Taipei City and
Taipei County, more than 22,000 subscribers signed up to the service. Most cable television operators
have not seen immediate impact from MOD. Chunghua Telecom chairman Hochen Tan said MOD
services would enlarge the market instead of sharing the existing pie. |

2004/03 Taiwan Inaugurated the World's Fourth IPv6 Centre |

Taiwan set up the world's fourth IPv6 Centre after Japan, South Korea and China in March this year.
In 2001, the development and deployment of IPv6 was included in Taiwan's "Challenge 2008: The
Six-year National Development Program" under the e-Taiwan category. The government has also set
up an IPv6 Office and organized the Taiwan IPv6 Summit to promote Internet Protocol version 6. |

2004/03 Establishment of RFID Applications Alliance |

The RFID Applications Alliance in Taiwan consists of 64 businesses and research organizations
including Duratek Inc, Lite-On Electronics Inc, Test Rite Corp, Systex Corp and Industrial
Technology Research Institute. It has helped to upgrade the industry's system applications capability
and build up Taiwan's lead position in RFID in the world market. |

2004/04 Establishment of FTTx Association |

There are nearly 100 members in Taiwan's FTTx Association from various fields, including IC design,
Internet system, fibre optic devices and telecommunications services. It is the biggest association to
date in Taiwan's telecommunications industry. FTTx Association expected the telecommunications
industry value to reach one trillion NT dollar in 2008. By then Taiwan's telecommunications industry
would be among the world's top 10. |

2004/05 Internet Phone Production Value to Reach 10 Billion Taiwan Dollars |

Taiwanese Internet operators such as Seednet and Eastern Broadband Telecom have both started to
provide VoIP (Voice over IP) services and have been actively promoting their products. In terms of
the world's VoIP hardware production, Taiwan ranks first with sufficient supply for the domestic
market. As the VoIP market is becoming mature by day, the industry production value is expected to
reach over 10 billion NT dollars this year. |

2004/05 Wireless Internet in Taipei's Xinyi District |

Taipei's eastern Xinyi District is now equipped with wireless Internet. With technology backing from
Chunghua Telecom, Taipei City government introduced wireless Internet in this district as the first
step toward a wireless city. In the initial stage, the city government will absorb all Internet expanses
in Xinyi District with help from private Internet providers. |

2004/06 More than Three Million Broadband Subscribers in Taiwan |

Latest ACI-FIND (III) statistics show that there were 3.08 million broadband subscribers in Taiwan in
the first quarter of this year. This marked an increase of eight percent or 170,000 subscribers from the
previous quarter. As telecommunications operators have recently upgraded Internet bandwidth
without extra fees to keep existing customer, 2M bandwidth will become the broadband mainstream
in Taiwan. As a result, Internet content and services are likely to improve significantly in Taiwan. |
